As to the existence of spirit in the mineral: it is indubitable that minerals are endowed with a spirit and life according to the requirements of that stage. This unknown secret, too, hath become known unto the materialists who now maintain that all beings are endowed with life, even as He saith in the Qur’án, “All things are living.”

Is the quranic verse referring to
"Allah has created every [living] creature from water. "

I can't find the verse abdul baha is referring to hope someone can be of help

No clue. The one English translation of this letter makes no note of which verse it references, and the original letter was Persian. And from what I can tell the phrase "All things are living" would be only like two words in Arabic.

So we have potentially as little as two words translated from Arabic to Persian and then from Persian to English. Which makes it difficult to pinpoint what the original fragment of the Quran might be after those two translations (but maybe a Persian-speaker here could help??)

I don't think it is the one you cite, though, considering the Arabic word for "all things" is a far cry from the term for "moving creatures" in 24:45.

It's hard to pinpoint it given the limited information as to what that is referring to. The word might not even be "living" in its original context due to the fact that this passage in this tablet is specifically talking about a type of "living" that is not wholly the same as the English language concept of "living" (Aristotlean concepts of "life" and "spirit" specifically).

My best guess (far from certain, mind you) with the limited information and the context in which it is quoted is that it could be a part of 4:126, "God is All-Encompassing of all things." which would fit in with what 'Abdu'l-Baha was talking about in that section, that every thing, even the mineral, has an animate force to it. Again, though, this is putting 2-4 words through two translations, so it's really hard to say what the original form was.

I had come across this before. I don't think Abdulbaha is saying there is literally a quote like that in the Quran.
The signs of quotation " " is from the translator.
But I am sure there are many verses in the Quran which can mean all thing are alive. The one you cited may be one as well. Also in the Iqan, I think Bahaullah quoted some verse which can be understood that way.

The verse: “Neither is there aught which
doth not celebrate His praise”

I mean if all things celebrate His praise, they must be living, no?!
