Allah'u'abha: dhikr?

Is reciting the 95 Allah'u'abha(s) a form of dhikr? To atteign a sort of trance?

It can certainly be used that way, and that is likely to have been the intention. This means that both dhikr, and salat (obligatory prayer) are part of the daily Bahai practice: the first feels familiar to Muslims from a Sufi background, the second is more like the orthodox Islam of the mosques. So Baha'u'llah heals the rift the arose between orthodox formal Islam and mystical Islam. He also puts, at the centre of his model of community, the Mashriqu'l-Adhkar, the place of dhikr (House of Worship). He could have called it something less mystic-sounding, but he chose that name.

I like it that way!

Does the Allah'u'abha(s) need to be said before sunset? And does it need ablutions?

Ablutions, yes; before sunset, no.

It hath been ordained that every believer in God, the Lord of Judgement, shall, each day, having washed his hands and then his face, seat himself and, turning unto God, repeat “Alláh-u-Abhá” ninety-five times.

See the following:

Questions on Obligatory Prayer and Repetition of the Greatest Name Ninety-five Times a Day

For myself I don't see reciting the Allah-u-Abha ninety five times a day as having anything to do with a trance.. That may be how some traditions practise remembering the name(s) of God.

Also see the article by Hand of the Cause Mr. Faizi on the Greatest Name:

Explanation of the Symbol of the Greatest Name
